Disparition forcée des défenseurs de l’environnement Eco Dangla III et Joxelle « Jak » Tiong,

Nous condamnons avec véhémence l’enlèvement et la disparition forcée de Francisco « Eco » Dangla III et de Joxelle « Jak » Tiong dans la soirée du 24 mars 2024 à San Carlos City, dans la province de Pangasinan, aux Philippines.

Eco et Jak sont les organisateurs de la grève populaire pour l’environnement de Pangasinan (PPSE), lancée en 2021. Le PPSE fait également partie de la Pangasinan Empowered Action on Care for the Environment (PEACENet) qui comprend les réseaux d’action sociale de Caritas dans les diocèses d’Urdaneta et d’Alaminos, et dans l’archidiocèse de Lingayen-Dagupan. Ils étaient également actifs dans d’autres formations environnementales confessionnelles telles que le Pangasinan Ecumenical Fellowship et le Justice and Peace Church Ecology Ministry du diocèse de Dagupan-Lingayen. Grâce à ces formations, ils ont pu mener des campagnes environnementales dans 15 villes et 55 paroisses.

Parmi les questions environnementales sur lesquelles ils ont travaillé, citons la protection du golfe de Lingayen contre l’extraction de sable noir, l’opposition aux projets de six centrales nucléaires dans la municipalité de Labrador, les centrales électriques au charbon et les incinérateurs de déchets proposés pour la transformation des déchets en énergie. Dans le cadre de l’Environmental Defenders Congress (EDC) et de l’Asia Pacific Network of Environmental Defenders (APNED), ils ont également cherché à renforcer la protection des défenseur·ses de l’environnement et à réclamer des comptes face aux attaques dont ils font l’objet.

Eco et Jak, tous deux originaires de la province de Pangasinan, étaient d’ardents défenseurs de l’environnement et des droits humains en général, en particulier dans les communautés pauvres et marginalisées d’agriculteurs et de pêcheurs.

Avant leur disparition, ils ont été victimes d’étiquetage rouge (red-tagging), une pratique du gouvernement consistant à désigner des individus et des organisations comme communistes ou terroristes, ce qui constitue souvent un prélude à d’autres attaques.

Il s’agit des 22e et 23e cas de disparition forcée sous l’administration du président Ferdinand Marcos Jr, au pouvoir depuis 21 mois.

Nous demandons la libération immédiate d’Eco et Jak et de toutes les autres victimes de disparitions forcées. En outre, nous demandons l’arrêt des attaques et l’obligation de rendre des comptes pour les attaques incessantes contre les défenseur·ses de l’environnement. Nous demandons en particulier au gouvernement philippin d’enquêter de toute urgence sur l’enlèvement d’Eco et de Jak et de veiller à ce qu’ils soient libérés sains et saufs.
