Badie Dweik menacé et passé à tabac par les forces armées
Le 9 août 2017, l'éminent membre du groupe Human Rights Defenders Palestine, Badie Dweik, a reçu une convocation à un interrogatoire à la prison d'Etzion le 14 août 2017 à 9h. Le 4 août 2017, un autre cofondateur du groupe Human Rights Defenders, Imad Abu Shamsiyya, a été arrêté et placé en détention pendant la nuit par les forces israéliennes, après avoir participé à une manifestation pacifique.
Badie Dweik est un défenseur des droits humains qui organise des campagnes pour la protection des défenseur-ses des droits humains à Hébron et qui appelle à la fin de l'occupation israélienne. Le défenseur a créé de nombreuses ONG qui organisent des actions pacifiques appelant au droit à l'autodétermination du peuple palestinien. Il est un éminent membre de Human Rights Defenders Palestine (تجمع المدافعين عن حقوق الانسان), une organisation qui œuvre pour dénoncer les exactions perpétrées par l'armée israélienne et les colons contre les Palestiniens dans la partie occupée d'Hébron. Badie Dweik collabore avec l'équipe d'observateurs des droits humains à Hébron, rassemblée par le programme œcuménique d'accompagnement en Palestine et en Israël. Son travail consiste notamment à documenter et fournir des informations sur les exactions perpétrées contre les Palestiniens. Il propose aussi des formations sur la protection pour les défenseur-ses des droits humains, en particulier dans le gouvernorat d'Hébron.

Badie Dweik est cofondateur du groupe Human Rights Defenders Palestine (تجمع المدافعين عن حقوق الانسان), qui organise des campagnes et met en place des formations pour la protection des défenseur-ses des droits humains à Hébron. Human Rights Defenders Palestine est une organisation populaire qui documente les violations des droits humains liées à l'occupation israélienne et ses pratiques en Cisjordanie, notamment à Hébron. Badie Dweik collabore avec l'équipe d'observateurs des droits humains à Hébron, rassemblée par le programme œcuménique d'accompagnement en Palestine et en Israël. Imad Abu Shamsiyya est également cofondateur d'Human Rights Defenders Palestine et travaille en particulier pour documenter et filmer les exactions perpétrées contre les Palestiniens. Il milite depuis longtemps en Palestine et il est aussi bénévole à B'Tselem, le centre d'information israélien pour les droits humains dans les territoires occupés, où il documente l'occupation de Tel-Rumeida.
Le 9 août 2017, Badie Dweik a reçu un appel téléphonique d'un officier des renseignements israéliens qui l'a convoqué à un interrogatoire dans le centre de détention d'Etzion lundi 14 août 2017 à 9h. La prison est située dans la colonie illégale de Gush Etzion, en Cisjordanie occupée. Le groupe de défenseurs des droits humains a signalé des cas de torture et de mauvais traitements graves dans ce centre de détention. La convocation a eu lieu plusieurs jours après une perquisition du domicile du défenseur le 4 août 2017. Pendant cette perquisition, Badie Dweik a été passé à tabac, interrogé et menacé d'être arrêté s'il participait à la manifestation pacifique qui devait avoir lieu le même jour à Khursa, Dura. Le commandant de l'armée a aussi menacé le défenseur de mener de nouvelles perquisitions de son domicile s'il continuait son travail pour le groupe Human Rights Defenders Palestine.
Le 4 août 2017, Imad Abu Shamsiyya a été arrêté et placé en détention par les forces israéliennes, après avoir participé à une manifestation et couvert une prière de protestation dans le village de Khursa à Hébron plus tôt dans la journée. Les forces militaires l'ont arrêté après avoir perquisitionné son domicile. Il a été conduit à un interrogatoire au checkpoint Gilbert, détenu toute la nuit et libéré sans charge le 5 août.
Front Line Defenders condamne le harcèlement des membres du groupe Human Rights Defenders Palestine, car il semble que ces actions soient directement liées à leur travail pacifique en faveur des droits humains.
On 4 August 2017, Israeli soldiers conducted a raid of the home of Badie Dweik in Hebron. Israeli forces physically attacked the human rights defender and threatened him with arrest if he participates in a peaceful protest due to take place that same day at Khursa, Dura in Hebron.

In the early morning of 4 August 2017, Israeli soldiers raided the home of Badie Dweik in Hebron. The Israeli soldiers entered the human rights defender’s home and forcibly dragged him down the stairs. Badie Dweik was beaten, interrogated and threatened with arrest if he participated in a peaceful protest due to take place that same day in Khursa, Dura. The military commander also threatened the human rights defender with continued raids on his home if he continues his work with Human Rights Defenders Group.
This is not the first raid that the human rights defender has been subjected to. On 24 February 2017, Israeli soldiers came to the home of Badie Dweik at around 1:00 am and threatened him and his colleagues with arrest if they participated in a peaceful protest taking place that same day as part of the “Dismantle the Ghetto, Take Settlers Out of Hebron” campaign. The human rights defender is regularly harassed and threatened by Israeli forces in an attempt to deter him from his human rights work. Two incidents were documented in 2016 showing Israeli soldiers harassing and intimidating Badie Dweik. In one incident, the human rights defender was prevented from walking in Hebron city. In the other incident, a soldier threatened Badie Dweik and his family at their home while they were held at gun point.
Front Line Defenders would also like to highlight the increased repression of human rights defenders and civil society in the OPT. In particular, Front Line Defenders is concerned by the increasing number of raids being conducted in recent weeks by military forces on media institutions documenting rights violations against Palestinians. Additionally, intimidation, arbitrary arrests, beatings, threats, and interrogation have been reported by MADA (The Palestinian Center for Development and Media Freedoms).
Front Line Defenders condemns the raid, threats and physical attack against human rights defender Badie Dweik by Israeli authorities as it believes these actions to be directly connected with his peaceful and legitimate work in defense of human rights.
Front Line Defenders urges the Israeli authorities to:
1. Carry out an immediate, thorough and impartial investigation into the intimidation and threats against Badie Dweik, with a view to publishing the results and bringing those responsible to justice in accordance with international standards;
2. Stop all forms of harassment against Badie Dweik and all other human rights defenders in the Occupied Palestinian Territory and in Hebron specifically;
3. Ensure the safety of Badie Dweik and all other human rights defenders in the Occupied Palestinian Territory;
4. Guarantee in all circumstances that all human rights defenders in the Occupied Palestinian Territory are able to carry out their legitimate human rights activities without fear of reprisals and free of all restrictions.
