José Marcos Mavungo is a human rights defender and member of the Cabinda-based, government-banned human rights organisation Mpalabanda Associação Civica de Cabinda (ACC). In 2006, the Provincial Court of Cabinda imposed a ban on Mpalabanda, which was the only local human rights organisation active in Cabinda.

Human rights defenders working on civil and political rights and journalists criticizing the government are especially at risk.
