Ibrahima Diallo

HRD, Member
Front National pour la Defense de la Constitution (FNDC)

Ibrahima Diallo is a member of the organizations Front National pour la Defense de la Constitution (FNDC) and Tournons la Page Guinée (TLP-Guinée) who was arbitrarily arrested at his respective home for having called for a demonstration on 28 July 2022 against the management of power by the military transition led by Colonel Mamadi Doumbouya. The FNDC, which mainly led uninterrupted protests across the country from 2018 to 2021, denounce the change in the Constitution to allow former President Alpha Conde to seek for a third term. Alpha Conde's power was overthrown by a military coup in September 2021, which led to the current transition led by Colonel Mamadi Doumbouya. Since in power, Colonel Mamadi Doumbouya, started ruling the country with an iron hand.

Guinea

In 2019, human rights defenders were arrested solely for exercising their right to freedom of expression. Guinea’s 2016 criminal code sets out a string of conditions to exercise the freedom of assembly including the need for prior notification presented in writing to the local authorities between three and fifteen days before the planned event. Local authorities can prohibit a peaceful demonstration if there is a “genuine threat to public order”, this ambiguous wording has resulted in restrictions on the freedom of assembly as many refusals have been politically motivated.
