The Center for Constituional Governance (CCG)

The Center for Constituional Governance (CCG) is a Ugandan Constituional Watchdog (NGO) based in Kampala, Uganda. Their core mission is to strengthen constitutional governance across all sectors of society in the East and Horn of Africa by bridging the gap between policy and practice, upholding the rule of law and promoting fundamental rights through advocacy and education. The organisation achieves this through a series of programmes, public interest litigation and educational initiatives, such as the Hope Initiative Clubs which promote constitutional literacy in formal education across 26 universities in Uganda. The CCG runs ‘Civil Space TV’, a digital platform designed to facilitate freedom of expression and discussion around civic space, constitutionalism and governance.

The Ugandan government continues to limit freedom of expression and association with human rights defenders being subjected to threats, intimidation and judicial harassment due to their legitimate human rights work. A number of human rights organisations have reported break-ins at their offices. Particularly at risk are human rights defenders advocating for the rights of LGBTI people. Same-sex conduct remains criminalised under Uganda’s colonial-era law, which prohibits “carnal knowledge” among people of the same sex. In August 2017, the Minister of Ethics and Integrity issued a directive shutting down events associated with Pride celebrations in Kampala and Jinja and deployed police officers to the venues.
