Philip Ochieng Onguje

Philip Ochieng Onguje was the founder and co-ordinator of Usalama Reforms Forum, a human rights organisation that works on security issues and campaigns for substantial police reforms in Kenya. Prior to his passing, his campaign work aimed at defeating proposed amendments to the National Police Service Act, amendments which many civil society activists in Kenya view as an attempt to grant the Inspector General of Police unwarranted broad powers.
