Update: Lebanon – Human rights defender Hatem Moqdadi released following brief detentionposted on: 2010/12/02

On 1 December 2010, at approximately 11.15 human rights defender Mr Hatem Moqdadi was released from custody following his arrest on 27 November by a Lebanese Military Intelligence Unit.

Front Line has been informed that Hatem Moqdadi is in good health and was not subjected to torture during his detention. He was however threatened with physical and psychological torture, as well as other forms of cruel treatment.

Hatem Moqdadi is a coordinator for the Palestinian Human Rights Organisation (PHRO) and is based at Naher el-Bared Camp. The PHRO is an independent human rights NGO which works to promote, protect, and defend the rights of Palestinian refugees in Lebanon.

Front Line welcomes the release of Hatem Moqdadi, but is extremely concerned that while in detention he was threatened with torture and other forms of cruel treatment.

Since 27 November 2010, human rights defender Mr Hatem Moqdadi has been placed in incommunicado detention by a Lebanese Military Intelligence Unit in Naher el-Bared, northern Lebanon.

Hatem Moqdadi is a coordinator for the Palestinian Human Rights Organisation (PHRO) and is based at Naher el-Bared Camp. The PHRO is an independent human rights NGO which works to promote, protect, and defend the rights of Palestinian refugees in Lebanon.

On 26 November 2010, security officials at Badawi Camp issued Hatem Moqdadi with a summons to report to the Lebanese Military Intelligence Unit at Naher el-Bared for questioning on 27 November at 8:00am. Mr Moqdadi immediately contacted Mr Ghassan Abdallah, president of the PHRO, to inform him of the summons.

According to Ghassan Abdallah, on 5 October 2010 he received a phone call from Colonel Asmar, who asked him to pass by the investigation department of the military unit. Colonel Asmar insisted that the meeting was not for investigation purposes but to “have a cup of coffee” (an expression used in Lebanon which also means investigation).

On 9 October 2010 at approximately 9.30am Ghassan Abdallah went to the investigation department where he was interrogated for three hours. The interrogation took place in Colonel Asmar's office but was not officially recorded. Ghassan Abdallah was questioned for 30 minutes about PHRO membership of EMHRN.

Lebanon: Charges of criminal slander dismissed against lawyer and human rights defender, Dr. Muhammad Mugrabyposted on: 2008/12/04

Front Line welcomes the decision of a Lebanese Criminal Court to dismiss charges of criminal slander against Muhammad Mugraby on 27 November 2008. The charges had arisen from a speech that Muhammad Mugraby gave to a European Parliament delegation in Brussels on 4 November 2003 which criticised the Lebanese government for its abuse of the judiciary. Despite the dismissal of charges against Muhammad Mugraby, Front Line is concerned about numerous other legal actions pending against Muhammad Mugraby.
